"she had behavioural problems and was disobedient."

It seems she is in fact a violent bullying thug, Great restraint by the victims parents I am pretty sure that had I seen a video of one of my kids being beaten like this by a bully I would have shown the bully exactly what it felt like to be the victim! (not right I know). 

I hope the violent thug is prosecuted and receives an appropriate punishment and the matter is not just 'settled' with a few bahts changing hands.

It is the upbringing of his daughter. The father knows very well that his daugther is having behavioural and disobedient issue. What remedial action or corrective actions does the father take to address the character issue. May be it runs in the family...
