Traffic cop's in Thailand might as well not exist, they do not enforce the traffic laws although they are quite good at increasing their salary with a few well placed road blocks and 'instant fines' with no receipts.

they simply aren't trained as the authorities still don't recognise the need. THe police in Thailand are a paramilitary organisation and have not interest in improving road safety - they are only interested in improving their income.

To contribute to road safety there needs to be a dedicated =section of the force trained in all aspects of road safety. THis would be met with resistance by the existing police.

On its own, even if formed, this force would have no significant effect unless it is supported by an effective court system that can follow up on any infringements and subsequent penalties or  fines.
