That is normal. For Thai police and many Thai citizens. . Because everybody should follow-up the Thai golden rule: 50 procent I don't know, 50 procent I don't care. Though when after a deadly accident there can get a money gain (rarely existing because not having a insurance:  it's also 50 procent I don't know, 50 procent I don't care) then it changes to 100 procent I care. As long that mentality doesn't change: ten  thousands and more people  a year will be further on sacrificed in  traffic. So many? Really? 50 procent says  they don't know, 50 procent don't care.  Same says the government for themselves

Am I missing someting? Where is the video? And AI generated is a rumor about articles like this and such being put out there and why they are so garbage as never complete and on spot. AI is not all that as in my eyes in the end will do more harm in intrusion than good.

As for the picture, this is not that bad and seems to be in many places standard for bikes to do, and in some palces like Silom and Decho in Bangkok standard for cars, busses and bikes to do. There is no road just a red light and vehicles entering from a street on the right. I do not think there is any big deal on this. Now running normal red lights and blatant other brain dead actions need to be tackled becasue simply Thai are dangersou drivers. Look left when should look right seems to be the trend.

Some of this can be tempered by one's perspective and life experience.  Someone who's spent the vast majority of their life in a more ordered Western country and then drops into Thailand for the first time, could easily think this is the worst driving they've ever seen.   Someone who's well traveled in and around exotic "garden spots" of the world working contracts or static positions living among the regular population, may have a more nuanced opinion of Thai driving.

Many years in and around the GCC Gulf/Arab States, developing world countries, etc., I was a very aggressive and quick driver so I had to dial it back a lot after we moved to Thailand full-time.   After the first year or so, clocked the styles, habits and common quirks of Thai drivers, and find they are fairly easy to predict.

Surely the fatality rate on Thai roads is a better indicator of how poor the driving and compliance with traffic laws is than a 10 minute dashcam clip. IF the police bothered to police the roads instead of just using them now and again to top up their wages we might see improvements.
