They needed the machines somewhere else, I guess. 

And after that, they just used it before traffic lights. to not have to refill the wheel ruts with to much fresh tarmac ;-) It is easier to do another surface  on the old one.

Much of all the the biggest majority of the work I see is not even needed. Just filling someone’s pocket. After Covid they tried to call it kick starting and stimulating the economy, but as I saw it there were less than 10 - 15 people total spread out working on the project. So stimulating the economy was a sour taste and BS.
