"The building owner rushed to aid the man by pouring a bucket of water over his body to extinguish the fire. The flames were quelled but the man bore First-Degree burns to his body."

It looks like his pain has been aggrevated by pouring water on the burning skin. He should have used a blanket to cover him to extinguish the fire. Pouring water on burning skin will only cause more damange to the affected person. 

If ever bored and live in an area that HAS fire extinguishers, have a read up on the markings required to validate and then survey those you see. Maybe you'll think about relocating. 😂
