The answer is, when they are ready. Humans are just animals, this is a fact, so deal with it. Indoctrinate kids with a naturalistic approach, before they meet others who confuse authentic, facts based sex ed - science and health messages - with political agendas, like perversion and abortion. Teach them things like STIs and contraception, as preteens. And before then, teach them sex as animal behavior, tied to parenting and pair bonding, in the human species. 

I distinctly remember as a very young kid,  being totally disgusted with the idea of the sex act.  I also remember, about 2 years later,  a light bulb going off in my head, (and in other places), when I realised the opposite was true.  This light bulb moment coincided with the start of pubity of course. As to timing, no need to get into that subject too early, tell them when they ask, and do it sensitively.
