"The villagers say they can’t claim compensation for the destruction of their crops and possessions, " - why not? To ensure local compliance with wildlife protection, it's normal for economic victims of wildlife to recieve compensation, no? 

Never going to be easy containing elephants, I guess the area allocated is not big enough or abundant enough in food sources forcing the elephants to go further afield. Unfortunately wild habitats are getting smaller as humans take the land. I would however have though the elephants could be fitted with tracking devices to enable their whereabouts to be monitored
