The question is...."Does the suit case wheel went in first or the person's leg went in first?" If the  wheel went in first then the person might have been alerted. And if there is any overloading on the rotor of the escalator platform then it should stop immediately as the sensors will be activated immediatly to cut off the power supply. In this case it is most likely that the person's leg goes in first via the opening of the base plate due to loose screw or unfasten nut followed by the suit case. Looks like the suite case is becoming as the "scape goat"
