Don't freeze the drill. Just continue with "Fire Evacuation Drill"  which is vital during emergency. Just stop the practical use of fire extinguishers and fire hydrants (hope they have some with the required water pressure)

Yes I am inclined to agree. Fire evacuation drills can continue, but avoid demonstrating fire fighting equipment until it has all been inspected and certified by the appropriate authority.
