By look at it, it is ABC type. The strong possibility is that the cylinder could be very old and rusted. There might not be have been any monthly inspection or annual maintenance been carried out. A such once the plunger is activated, the compressed gas generated insider the cylinder could not have escaped via the orifice and thereby generating huge pressure insider the cylinder which could have caused the explosion tearing opening the cylinder along the welding line.

Sounds like they brought it outside and set it in the sun. A faulty safety/relief valve let the pressure build up.
