“Surprisingly” I would replace with “as expected” 😁

beggars from the beach area, who were seen asking unsuspecting tourists for money.

What were the tourists 'unsuspecting' about, that they were being asked for money, or that the people asking were begging?

My first trip to Thailand some 50 years ago (heck I'm getting old) entailed having a meal in a mid-range local restaurant and a beggar approached the staff for food. 

That guy was swamped by the patrons and management with assistance.

I gave the guy 100 baht, a lot in those days, (50 satang bus fare era, farlung paid a baht with no change).

That day I was sold on Thailand.

I still give selectively to beggars. But as I live rural, see few.
