She claims that she had previously spent around three million baht on her son’s medical bills and has receipts for all expenses.

Why are people so keen on not having a real health insurance? An "Thai actor" should have a income to afford that.

The health insurance would do the battle, to get the money back for their expenses.

Also, why is it, that still in Thailand vehicles don't need to have a compulsory liability insurance?

With minimum 10.000.000 for person damages! They would cover the bill, too. And try to get it back, if possible (drunk, good chances)

You wanna ride or drive a vehicle, you have to be able to afford an insurance, to protect others!

You assume actors make large income. That is not the case. Even in the unionized west, actors live hand to mouth in a gig economy. Only superstars make big wage.

So what if there was compulsory liability insurance. There is a compulsory requirement to have a valid drivers license and registration too, but it is not enforced.

I agree with you, but with the amount of accident injuries and deaths here, insurance companies would go bankrupt. So not possible for payouts like that.

There is liability insurance, usually paid with rego tax, sticker on windscreen. 
Aware a lot don't have it or legal plates for their vehicles, maybe you have to be a bit selective who hits you.

Hint, if it doesn't have doors, windscreen or bonnet and has rust holes everywhere else, then a good chance no rego or insurance.
Have recollections of getting into a taxi in Bangkok on Saturday night and it didn't have footwells, (floor,) feet on seat, not just a bumkin village problem.

You are not calling that, what you are paying every year with the taxes, a liability insurances, do you?

There is no third party insurance include, for property.

Plus the amount for person injuries is so little, it will not even cover a weekend in ICU!

The government insurance is just not covering private hospitals!

So, you wanna get into a privat hospital, and not wanna hope, the car that is hitting you is a brand-new car, where financing makes first class insurance needed, you should have 1 or 2k a month, to UPGRADE your public health insurance to private hospital use.

Because the government in Thailand will never make it compulsory, to have a real liability insurance for motos or cars OR trucks/busses! Only Airplanes need to have that, what is requested!

Assumingly, b/c there is a saying:

People buying insurances only, in case they have to, or in case, they wanna use them.

And that would rise the premiums in short time to astronomic (for the most) amounts!

Oh, they would just rise the premiums.

And, in this case, they would go after the woman driver!

And don`t forget: They "only" have top pay the difference between the public hospitals services to the private hospitals services. 

Actually, Thais should know that as older the car, as less possible is a liability insurances, which is covering more as some hundred thousand. If at all.

So you better ask and get your son in a public hospital, or you have a private insurance!

How are people doing that in England?

If you don't like NHS, you have to go private. Or not?

It is a pittance that is paid out, BUT to some Thais it is a lot, and they are only trying to live within their means and not have residual debt because of accidents and death.

You want the private hospital, then get your own health insurance and live in fear of "If but maybe", at 72 I don't really care, you have to die somehow, hopefully swiftly.

Some pay death Insurance for decades and when they die they do not collect. 

Why? Because they are dead. Never seen an Insurance policy that pays into the afterlife yet.

Might just be a new scam there calling.

Maybe the grifters they left behind get it.🙃
