To penalize a nationwide system that only works, if controlling cops KNOW about, are involved, the RTP assumingly would need a change of staff on all levels. If not ALL staff would need to be changed.

To get rid of  corruption, extortion, bending rules for brown envelopes and in general for VIPs and the rich

I don't see that happen.
