From the picture it looks like the truck is in the wrong side of the road. Further a slow moving truck will not drag a vehicle which is stuck underneath it for 30 meters. It is very difficult to believe the truck driver's statement as the deceased is not there to defend himself.

Agreed if free flow breaking then it could be possible. In this situation there is a heavy object which is being dragged along. Any alert driver would have immediately apply the brakes. at the most it would be 10 meters the most drag or 15 meters the max. Cannot be 30 meters unless the driver press the accelerator instead of the brakes

Hopefully the police are competent enough to determine the point of contact of the two vehicles which according to the story was on the truck driver's side of the road.  Thus the motorcycle driver made an error that killed him.
