This is true but anyone making the contract would put in provisions of extra-ordinary conditions to void the contract. So, in this case, either they are not an expert in making contracts or they are required to buy to keep in the good gracious of China, just a thought.

Brown envelopes do not happen until the order is placed - how come you not know that people?  We have to put in Budget for 2022 - so we can get brown envelopes in 2022 - before we lose election in 2023.
