The perception this leaves is that the Pattaya  cops are corrupt and paid off by the local taxi mobsters. The cops did not need to study the issue, as it was clear: The Bangkok driver was legally allowed to pick up his passengers.

The Pattaya thug should have been arrested and charged. Tourists impression upon leaving was probably that pattaya is a corrupt violent  town.

I suggest there WAS a 'fine', and it was paid before there was ever an 'investigation' - in the standard, identifiable envelope and passed by hand without a receipt.

May be it is time that all BKK taxi drivers advise their tourists passengers about the danger of going to Pattaya instead advise them to Hua Hin as an alternative choice.

And the police should reflect on their reputation being so poor that so many people will make that assumption.
