May be he should also be thrown out of the balcony to have a first hand experience so that he will not throw anything in future. What would have happen if those heavy objects land on someone below. It could be a fatal incident. Better throw him off the balcony.

Sounds like he's going to be thrown in jail, then out the country, so not such a bad outcome after all (luckily). I have tolerance for a lot of vices but people smoking ice are a ticking time bomb and should be kept away from society.
