Being in a car park, he probably walked and slipped on a car's oil slick and flipped over the side. Let;s see who he was or his family is in relation to Putin's Russia government. Too many from Russia dying nowadays outside the war. And Oligarchs are keeling over every week. Just the other day had two. One was living in the UK. Soft drink magnate.

Police say that Shubenin was living in Phuket’s Wichit subdistrict with his sister and his sister’s partner. The deceased’s younger sister told the police that she doesn’t know whether her brother was under any stress. 

I have a hunch the sister knows more than she is telling. He lived with her and if he didn't have money or if they were fighting she would know.
