Sex toys are readily available in Thailand anyway and do no harm to anyone so why not legalise them and earn some tax on them.

I always chuckle to myself.  Most food carts are banned in and around sukhumvit and thonglor.   But you can buy sex tools and other things openly on sukhumvit road
