Wow, they sent out the team and out of sheer determination and going above and beyond no doubt...managed to catch 2 dogs.

Well, the content writer here (Tara) probably overdid it a bit with the descriptive word "Swoop".   Subsequent work will catch a few more of the troublesome strays, and then some cooperation with the animal foundations will put a small but brief dent in the problem.   It's like spraying for mozzies.  Take out as many of the current generation and their eggs as possible, which creates a temporary reprieve.  Got to keep your boot on the neck of this kind of issue.  Steady determination and consistency.

After covid, a lot of pets including dogs are abandoned. 

It is good to see authorities putting them in shelters waiting for adoption.
