These are meaningless statistics unless comparable data with a 'normal' 7 days, and year on year data based on traffic flows, are included. They push out this tosh each year and it means nothing.  As far as this tells us,   this 7 days has resulted in fewer deaths than any other, normal 7 days. 

Every year figures like these come out and nothing ever seems to get done about it.

Education is needed plus much stricter testing before allowing anyone to drive a motorbike or behind the wheel of a car.

Very sad state of affairs that Thais seem to think this is exceptable.
