That claim surprised me a lot. Not because Taiwan is called a province; each can have their own opinion/wishes, but facts do matter: China is a huge source of raw materials, so they can (theoretically) impose export rules that sting. Yet at the same time, China imports loads of semiconductors from the #1 manufacturer that is Taiwan. An actual ban would suggest that China has already become nearly 100% self-reliant.

That would be extremely news-worthy (and deserving much more than a one-liner), but I can't find any stories that back Thaigers' claim. Tentative conclusion: at best, the claim is barely accurate (and at worst, completely false).
