Why do they not create safe areas for the hatchlings to progress to the sea into a protected area for them to age and survive. (Majority die or are eaten within days.)   

Stuff the ecological balance spouted by the weirdos in our society.  The ecological balance is, and has been for some time, history.  Thank you, mankind.  🙃

I also think that 48 hatchlings that made it to the sea is nice, but only because 48 is more than 0. Since it's known that only 1 in a 1000 reach the reproduction stage, it needs over 20 of such hatching spots just to break even. So by how much has the chance changed compared to previous years?

Good news would be that the number of successful hatchlings is on an upward trajectory. Bad news would be the reverse. Without such context, 48 from 1 spot is no news. If next year 43 make it to the sea from 1 spot it would still be called good news (based on the short-sightedness of minds). If next decade 13 hatchlings are seen to make it to the sea that may still be heralded as proof the species survives and still it might be interpreted as good news (but it wouldn't be).

In short: numbers without context are meaningless and don't deserve a predicate like "good" or "bad".
