Translation: Child labour to be officially allowed.   I anticipate that the use of minors without supervision will result in some terrible incidents of sexual exploitation and non payment of wages.  There is a very good reason why fewer people refuse to work the Phuket hospitality sector: They need a living wage and they  need a place to live that isn't structured to force the workers to buy from the "company store".
