They could even classify spitting, no helmet or shirt on while riding, or pointing a foot at someone, walking drunk, saying FU to be going overboard. Anything they feel fit to administer their red card. Even being in a bar after hours if the bar doesn’t close on time, or how about sitting in the beach late night drinking beer.
