After they come down from their sugar high they will need to attend elephant rehab camp in order to cure their addiction?  Will a sugar substitute be given?  

I hope they can get clean and move on to greener pastures.

This is not a new phenomena... quit trying to invent the wheel and look at other successes that have dealt with this problem... there are solutions already tried and trued
