This has been going on for years, often outside 7/11s or under over passes.  I often make a point of giving the kids some orange juice, water, sweets, fruit or ice cream, but no cash.  Of course, this often pisses off the so called 'Mother', who is only interested in money, often proving the point that the kid isn't hers.  You usually get a thank you and a wai from a real Mother.
