Well, The Teacher's Council of Thailand has made their move.

In the past you could get an "exemption" from teaching license requirements, as long as you had a university degree.  Now, they are going to limit that to just one two-year exemption.

They are now "requiring" all teachers, Thai and foreign to either have a degree in Education or to complete their 7-module training course.  Each module is 60+ hours with 12 hours of 'seminar'.  Everything delivered online.

Remembering what a cluster .... their training programs were a few years ago, I have little hope that these will be well-designed or well-presented.  And of course the English-language versions are more expensive than the Thai ones.

KSP Teacher Professional Knowledge Standards Special Training Curriculum 7 Modules.

 

1. Background of Rational Criterion

 

The Teachers' Council of Thailand has issued Regulation of the Teachers' Council of

Thailand on Certification of Knowledge and Professional Experience for the Practice in the

Teaching Profession, B.E. 2550 (2007), Notification of the Teachers' Council of Thailand Board

regarding Persons who are Temporarily Exempted from Having a License for Regulated

Profession, B.E. 2558 (2015), Notification of the Teachers' Council of Thailand Board regarding

Additional Amendments concerning Persons who are Temporarily Exempted

from Having a License for Regulated Profession, B.E. 2558 (2015), Regulation of the Teachers'

Council of Thailand on Professional Standards, B.E. 2556 (2013), Regulation of the Teachers'

Council of Thailand on Professional Standards (No. 4), B.E. 2562 (2019), Notification of

the Teachers’ Council of Thailand Board regarding Details of Knowledge and Professional

Experience based on the Regulation of the Teachers' Council of Thailand on Professional

Standards (No. 4), B.E. 2562 (2019), and Regulation of the Teachers' Council of Thailand on

Certification of Knowledge and Professional Experience for the Practice in the Teaching

Profession (No. 2), B.E. 2565 (2022). In this regard, since 2015, those without a degree

in education have been temporarily exempted from having a license for regulated profession

The resolution passed by the Teachers' Council of Thailand Board at its Meeting

No. 8/2565 on 24 August 2022, the Teachers' Council of Thailand hereby has set urgent

measures to address the matters as follows:

 

1. Seek solutions and encourage those with a teaching permit to develop knowledge

based on professional standards in appropriate training for adult leamers and enter the process of certification of knowledge in accordance with the Regulation of the Teachers

Council of Thailand to meet qualifications in obtaining a teaching license.

 

2. Increase channels for persons with a teaching permit to apply their professional

experiences for equivalency with knowledge in the training curriculum.

 

3. The Teacher Professional Development Institute is the main host for training curriculum development which is consistent with knowledge standards in 6 areas according to

the Notification of the Teachers' Council of Thailand Board including the areas of true spirit of

teachers and professional code of ethics in order to cover all 7 modules of teaching profession.

 

4. Use an online learning platform with the selection of flexible study time,

performance accumulation, and be a system that can support a large number of participants.

Participants of this training curriculum are responsible for the expenses.

 

5. To support in the completion of measures, it is necessary to terminate the extension

of time for a teaching permit according to the Notification of the Teachers' Council of Thailand

Board regarding Persons who are Temporarily Exempted from Having a License for Regulated

Profession, B.E. 2558 (2019) shall allow only the first two-year period of teaching permit

to enter the development based on standards and shall have a channel for those

with evidences that he/she has entered the development process of the specified knowledge

standards on a case-by-case basis.

 

The Teacher Professional Development Institute under the supervision of the Teachers'

Council of Thailand has created a conceptual framework and teacher professional knowledge

standards special training curriculum for 7 modules which consists of Module 1: The Changing

Global Context, Society, and Concepts of Sufficiency Economy Philosophy, Module 2:

Developmental Psychology, Educational Psychology and Counselling Psychology for the

Analysis and Development of Leamers to their Capability, Module 3: Content of Subjects

Taught, Curriculum, Science of Teaching, and Digital Technology in Learning Management,

Module 4: Measurement, Assessment of Learning Outcomes and Research in Problem-Solving

and Leamers' Development, Module 5: The Use of Thai Language, English for Communication,

and the Use of Digital Technology for Education, Module 6: Design and Implementation of

Educational Quality Assurance Work, and Module 7: The true spirit of a teacher and

professional code of ethics. In this regard, the aforementioned conceptual framework should

be used as a guideline for the development of a standardized training curriculum. There are

several of learning, measurement and evaluation modalities, and be consistent with changes.

The main principles include: 1) Having a competency-based training curriculum (knowledge,

skills, and characteristics), 2) Contents covers the knowledge standards according to the

Notification of the Teachers' Council of Thailand Board regarding the Details of Knowledge and

Professional Experience in accordance with the Regulation of the Teachers' Council of Thailand

on Professional Standards (No. 4), B.E. 2562 (2019), 3) There are various models of leaming

management and learning materials that appropriate for participants who had teaching

experiences such as lecture, discussion, brainstorming, workshop, and so on, 4) The training

period for each knowledge standard is not less than 60 hours, 5) the measurement and

evaluation methods are appropriate, diverse and can measure in accordance with the specified

competency, 6) the determined training criteria is not less than 80% and pass the competency

assessment for not less than 60%. Those who are qualified to enter the process of obtaining

a teaching license to practice in the teaching profession must pass training and/or transfer into

the Teacher Professional Knowledge Standards Special Training Curriculum and persons who

are temporarily exempted from having a license for regulated profession must have

professional knowledge standards for 7 modules in order to qualify for obtaining a teaching

license both Thais and foreigners.

 

2. Objective

 

To survey the number and background knowledge of those who wish to participate in

the Teacher Professional Knowledge Standards Training Curriculum for persons who are

temporarily exempted from having a license for regulated profession to have professional

knowledge standards as qualifications in order to obtain a teaching license. (Thais and foreigners)

 

3. Required Number of Participants

 

Accepting requests for training courses on teaching professional knowledge standards

for those who are temporarily exempted from having a license to practice the regulated

profession. To have standards for professional knowledge as qualifications for applying for a

license to practice teaching professions. (Thais and foreigners) 7 modules, unlimited number

Participants can choose to develop professional knowledge standards in 2 models

to be qualified for obtaining a teaching license as follows:

 

6.1 Model 1: Participation in the training Curriculum

 

6.1.1 The KSP Teacher Professional Knowledge Standards Special Training Curriculum

will be conducted through online learning platform in both theoretical and practical learning

for Thai and foreign participants. There is a total of 420 hours, 7 modules based on standards

and professional code of ethics as follows:

 

Module 1: The changing global context, society, and concepts of sufficiency

economy philosophy in theoretical leaming for 48 hours and seminar for 12 hours.

 

Module 2: Developmental psychology, educational psychology, and counselling

psychology for the analysis and development of leamers to their capability in theoretical

learning for 48 hours and seminar for 12 hours.

 

Module 3: Content of subjects taught, curriculum, science of teaching, and

digital technology in learning management in theoretical learning for 48 hours and seminar

for 12 hours.

 

Module 4: Measurement, assessment of leaming outcomes and research in

problem-solving and leamers' development in theoretical learning for 48 hours and seminar

for 12 hours.

 

Module 5: The use of Thai language, English for communication, and the use of

digital technology for education in theoretical learning for 48 hours and seminar for 12 hours.

 

Module 6: Design and implementation of educational quality assurance work in

theoretical learning for 48 hours and seminar for 12 hours.

 

Module: 7 The true spirit of teacher and professional code of ethics in

theoretical learning for 48 hours and seminar for 12 hours.

 

6.1.2 Participants have a period of theoretical leaming on the online learning

platform within 45 days after registration.

 

6.1.3 Participants must attend a 12-hour online seminar via Zoom Meeting

on the specified date and time, on Saturday and Sunday after the learning period ends.

the seminar within 7 days according to item 6.3.

 

6.1.5 Participants must complete the specified hours of participation in activities

6.2 Model 2: Professional experience equivalency

Standards Training Curriculum in 7 modules without having to participate in the training

curriculum as item 6. 1. Those who submit for the equivalency can conduct through

the online platform by submitting documents and evidence and/or perform other actions

as specified in each of 7 modules based on standards and professional code of ethics

as follows:

Module 2: Developmental psychology, educational psychology, and counselling

psychology for the analysis and development of learners to their capability.

time period, any information cannot be changed or amended.

 

8. Agreement

 

8.1 Those notifying the intention for the training curriculum must be careful and

responsible for the information entering into the system. In this regard, the storage of personal

information shall be in accordance with the Personal Data Protection Act, B.E. 2562.

 

8.2 This notification of intention is a survey of those who are interested in participating
