Nothing to see here, just business as usual. And it will stay that way until people start getting severe slappings for this kind of thing. Let the parents pay the full medical costs and compensation, and let the underage and unlicensed driver end up with a criminal record at the very least. The chances of that happening? Zero.

The legal age to drive in Thailand is 16 to 18, depending on the area and restrictions.

Last time I checked, 15 is the legal age, to get a moto license.

More interesting, aside if he has a license or not, there is a CC limit, between 15 and 18. 

Imho, to drive a 125 or bigger, you need to be 18.

So, was it an old 100CC,  110cc wave, or ....?

Dog was found injured on a pedestrian crossing. A drunk 10 year old on a motorbike stated that the dog just jumped out at him and knocked him off his 1200cc super bike. The 10 year old's  parents will deal with him once they leave rehab.  The dog was reported to be farang on overstay.

In Thailand, the pedestrian does not have the right of way at crossings or traffic lights.

Watch when you are crossing. Cars and Bikes do not stop for you.
