AS A  Business Strategy, yes there is a market, however it might be so large and voluminous as equivalent tyre market.  Tire is consumable and sex toy might not be an consumable! 

The Minister is correct in bringing up that although rules are there on sex product and sale, it is an open market sale, hence why not venture into such market too.

Not sure what you mean by a product being consumable (and guessing/hoping it refers to having a limited service lifetime).

Rubber tires are almost always only replaced when they're worn out. Wearing out is not easily achieved with latex sex tools (barring high-friction users).

On the other hand, nobody buys a new tire as a gift for themselves or their partner because they're in the mood for something new or because they noticed some feature that triggered curiosity. Just imagine somebody gifting an extra ribbed moped tire on Valentine's day. That simply doesn't happen in the tire industry, but latex gifts/self-treats are common in the sex tool industry.

It's probably more useful to compare the envisioned market with the fashion market, or to be bold by not comparing at all, i.e. by considering it to be a stand-alone market that has a potential target group almost equal to the world-wide population.
