So what happens to the shopkeepers in this scenario as they have basically cashed a bad check? Do they wear the financial cost for not ensuring the card actually belongs to the person? If not, where is their motivation to refuse a sale to any Tom, Dick or Harry who presents Thanksin, Diana or Hagrid’s credit card?
