10 million baht debt hanging over his head, a chance to clear his name & the debt in court and he “forgot” about his court summons? Some people clearly believe everyone else is more stupid than themselves.

It’s the sole responsibility of the insurance company to verify the insurer’s claim.  Anything less is negligences on their part. But it is also prudent on the authorities to come down hard on fraudulent claims.
