This is unlawful taking of the personal property of another. In more simpler terms... it is STEALING by a police officer.

Time and time again when Thai police get caught for extorting money from foreigners, instead of getting arrested, prosecuted, sentenced to prison or terminated, the quick fix is to only transfer the Thai officer caught to another station.

This obviously is not a big deterrent to eliminate this activity from other Thai police.

Thailand is Land Of SMILES, meaning in cases like this that  Thai police, unlawfully take your money and they keep on smiling.

Yes, that’s Thailand for you. The clever part is that most tourists have no idea. They think it’s all Land of Smiles. Exotic food. Beautiful women. Sun kissed beaches and a party every night. Which of course is all true. But there is a significant darker side to Thailand that remains well below the radar, until it’s too late. 
 

What you describe should happen is of course totally correct. The fact it doesn’t, shows just how serious successive governments see police corruption. It’s the same with motoring offences. Just look at the pathetic excuse for the recent penalty points system introduced. It’s all window dressing and facade building to fool international pressure groups and foreign governments. The problem is, it also fools the majority of nearly 40million tourists every year.

As it appears to be an illegal act to import vape devices, is it illegal to own a vaper if it was bought onlne from a Thai shop, with (obviously) proof of purchase?

The whole issue has more holes in it than Thai boats.

Targeting e-cigarettes is pretentious, at best, or just a money-making operation, at worst, when in the exact same news report the number one topic is "PM2.5 levels unsafe in 53 provinces, and Bangkok", which pollution is actually in the Thai news constantly over the last few days.

But did the Chinese Tourist get his 30,000 THB back from the RTP? … as RTP officer working on their behalf. Looks like now more people willing to publish being extorted by the Thai Police now in 2023.

My take on this is in two areas:

The main reason the Thais block it in my opinion is to protect the lucrative Thai tobacco/cigarette industry. I think like the fun lobby in the US, it’s a powerful industry in Thailand. 
 

The second point is that I’m happy it’s banned. Nothing worse than sitting near someone when they start vaping and clouds of previously inhaled vapour pour all over you. I’d ban vaping and cigarettes.
