As the utility and labour costs here are considerably lower  than in say the whole of Europe and the US, I would say that this report is close to nonsense.  They may not invest here for other reasons, laws, or lack of them, legal protections, barriers to new entrants, requirements for Thai partners, educational standards in the workplace and corruption, but utility bills will not be one of them.
