Berserk dogs are usually euthanized on the spot by whatever means readily available, but I guess that speciesism prevents that in this case. 

I also guess that "no development" means that after 2 weeks the case hasn't even been filed and forwarded to a public prosecutor. It would make the victim seeking media attention make sense, which is a sad state of affairs (even worse than the incident that triggered it - because of the amount of people such police negligence affects). If true, those in charge should be ashamed - up to the highest level.

It does seem to happen for more trivial reasons in Thailand.

Anyway- once the violence starts it will only grow worse and in frequency. She should've left the creep the first time he laid hands (or in this case - mouth) on her. Hopefully she learned her lesson and will stay away this time.
