I agree with PM's Office Minister that "money can't buy anything from the Thai Police". 

It should be changed to "money can buy everything in Thailand"

I've used the airport arrival and departure 'extra' services before, as recently as 2-months ago, but haven't seen police escort service on offer; probably because I'm not a faux social media influencer with a nose and chin job, and botox lips.  😘

I'd wager that it's an off-menu scheme between a tour company sales rep and some enterprising RTP lads moonlighting for extra income.  7,000 Baht sounds cheap, moreso when it gets divided 3-ways.

PM's spokesman sole denial is it couldn't have been a 'real' police motorcycle because it was 'too big'.  Perhaps apart from the National Highway Police, it's not unusual to see local cops riding random, personal motorcycles for official duty operations, especially up-country.  Up to and including their wife's pink, Hello Kitty Honda Scoopi.  😋

That VIP pick up is amazing 

I thought they stopped it but maybe they resumed it again 

 

Absolutely worth the money

Especially the couple times I've come with just a carry on

I was in the waiting limo less than 15mins from landing

Sure is.  Think you're right about (some) arrival services being discontinued or curtailed in recent years after a dust up about corruption in the Fast Track program. 

BFS (Bangkok Flight Services) offers the service but in an email response, said they could not / do not offer the Fast Track lane with their arrival service, so I booked with a random tour company on-line.   I had my doubts but it worked just fine.  BKK hotel van pulled up to the curb just as we walked outside, and we were gone.🚐💨  Doesn't get much better than that.
