To help reduce overcrowding in Bangkok hospitals, Thai authorities have decided to allow Covid-19 patients with mild symptoms, or who are asymptomatic, to stay at home or at a community isolation centre rather than a hospital or field hospital. Public hospitals in the capital have been at capacity and Covid-19 cases are expected to continue to rise due to the emergence of the rapid-spreading Delta variant. 20 community isolation centres are opening in various districts in Bangkok to provide basic care for Covid-19 patients with mild to moderate symptoms. It should have been this way from the start. Hospital beds should only be used for the seriously ill. Nothing wrong with isolating at home. As long as the Thais adhere to it then it shouldn't be a problem but that remains to be seen.

Increase how? They've simply not got the resources nor ability to corral all of BKK or the other nearby provinces.

I think that should be read as concentration camps rather than "isolation centres" for the government despised normal Thai people providing less than adequate medical facilities run by the army ,whom's Commander-in-Chief at the time of the Sukhumimvit Road massacres in 2010, is now the current Prime Minister. It does not bode well for their overall care.
