Why does the press photo of ACD Commander Jaroonkiat look like a guy standing in front a firing squad moments before they fit the blindfold ?

What a thankless task this guy has. The vision this guy has attempted to articulate needs to come from the top down and I mean the very top!
 

It’s interesting that he talks of “Transforming” the ACD. In business parlance, this suggests the fundamental parts are available to the person or new leader, they just need reorganising in to new ways of operating that work better; rather like the movie Transformers where cars change or transform in to robots. It’s not transformation the ACD needs, it’s a total rebuild, a metamorphosis lead by a vision from the very top of government and society. Until it does, nothing will change in Thailand.

I don't know, looks more to me like "don't come too close or you're gonna get slapped".
