Anyway...let us wait and see how many top brass are being charged.....which I doubt. In any corrupt system the cable runs from the root cap till the top of the tree.

I once was approached by some local Thais while I queue for immigration to enter Thailand. He brought me ahead of the queue to a particular immigration officer for just 50Baht. I was in a rush so why not as I would be stuck in the queue for hours. Hence not surprise there are these arrangements.
