Every year since 1958 has had a lower birth rate than the year before. If indeed a target of 10% was set for 2022 it was without a doubt highly ambitious at the time (regardless of when the target was set). Some initiatives to support that target (or common sense to adapt those initiatives based on circumstances) must have failed misserably.

Ramanathan.P is probably right about quantity vs. quality. Unfortunately, what will most likely happen is a budget inflation for short-term (a few years) incentives like child care and education to boost quantity. If successful, the resulting extra humans produced have short-term (a few decades) effects on quality of life for all living, after which the cycle starts all over.

It is hilarious how the neo Malthusian movement keeps saying the world is one minute to midnight to a population catastrophe when birth rates were falling around the world , even in India and China , before the pandemic. Now with the pandemic , we've taken another big dip that probably won't revert to the mean anytime soon. 

And we are also killing 2 birds with one stone in the US. Not only is the birth rate falling , but life expectancy fell for 3 years before the pandemic too. So we aren't even living longer  

Ah but Africa ! will be the lame malthusian response.
