Chatchai reckons the explosion occurred because of a malfunction in the breaker system of an electric pole in front of his garage.
Chatchai said the breaker has failed and been changed several times by the Tungkok Highway Department but the same problems keep recurring.

What does the Highway Department have to do with changing a breaker on a pole? Surely that's down to the PEA.
