It is also illegal to take out of Russia more than $10,000 without official , written customs clearance.  I wonder if they had that as they fled being drafting?

Credit card issues are NOT a real problem for the Russians wealthy enough to travel. They can easily obtain a credit card issued in a friendly third party country. Obviously an inside job- they only took part of the cash because they were hoping it'd go unnoticed. And of course CCTV "isn't working" - because they disabled it. Sadly a hotel safe isn't a safe place for your cash - better hide it elsewhere, or better yet don't carry that much cash. A local bank account helps.
