What is the appropriate punishment for a 10 year old boy for remorselessly throwing a cat out of a 22nd-story window? That’s what authorities and web commentators are grappling with in Singapore after a horrific incident caught on security video last week. I don't see much to grapple with.

Toss the little psycho out the same window.

When we analyze an incident it has to be looked into from all the angle. Not with the "racing hose view point" where the side view is totally blanked. In the first place why the hell is that cat, which is supposed to be a pet for the neighbour roaming around freely? Did anyone look into the past CCTV footage what this so called "Pet" stray cat is doing? Why does a person who cannot take care the pet is having a pet? If the owner has taken good care of the pet, then the pet would not have come out roaming and the boy would not have tossed in through the window. So go after the pet owner first, then look into the act of animal cruelty. Better to avoid human cruelty in the name of animal cruelty.

Sorry @Ramanathan.P I can’t agree with any of that. The first thing to say is that this is a cat. It’s not like a dog which is more easily kept in the house. A cat will find any half open window to “escape from”.

The second thing to say, is what the hell has this vicious act to do with that cat being there on the 22nd floor? What if it had been on the 5th or 3rd? It’s simply unacceptable to suggest for a second that the owner, or the cat, is somehow a part of the problem. This logic would suggest you would be to blame for a car accident just for being there!!!

The evil little SOB needs a sharp swift lesson and then psychiatrically assessed. As already indicated, cruelty to animals is often a precursor for much more violent behaviour in adult life. The better option,  is the justice proposed by @Shade_Wilder

Keeping a cat locked up and confined to a condo is clear animal cruelty.

The kid is of course a budding or actual  psycho and probably needs to be locked up for a while before he does something else to a defenseless animal or person.

Exactly my thoughts. The're a 99% chance the little .... is going to grow up to be a full-on serial killer whether he receives punishment or not. This was very likely not his first act of cruelty - just the first to be caught - can't fix psycho.
