6 year olds, being 'lured' by other six year olds? Really? Paint me skeptical.

Sounds like mom is more than a bit hysterical.  I remember being that age and doing "show and tell" with the neighbor girls.  I also remember being caught and explaining to my mother, "I only showed her this," as I pointed at my crotch.  I didn't think it was a big thing.  Neither did my parents.  Kids are curious.

I'd imagine neither you or @Poolie has spent too much time around local, lower class Thai areas

This kind of stuff is real and it is rife

 

It is not just a bit of show and tell

 

There is a weird sexualization of kids in Thailand that really is bad if you are exposed to on a local basis

 

And the worst thing is they sweep it under the rug, just as the father and school director did so here.

 

Pretty much every young girl in my wife's family has had to be kept away from certain kid's in the village

 

 

Believe me, it is a massive issue in Thailand

At six years-old I was. A cousin the same age 'lured' me into a cupboard at her house, pulled down her knickers to show me what she had.
At that time I had no interest or understanding.
If only it had happened ten years later...

At an age of 6 years old most kids would not care too much about sexuality. At least for me.

Being a single Father, I recall sitting down with my then11-year-old daughter to explain the birds and the bees and female period cycles.

She listened intensively, not embarrassed and never asking a question until I finished.
'Is that it' she enquired, 'we did all this at school years ago'.  

Left me feeling out of touch with the modern world.

Six year olds are not sexually aware, and cannot be found guilty of sexual assaults.

At most this was play behavior, imitating observations of adults or teenagers

Not without a mature understanding it is not. Precocious preteens might be thought of, as sexually aware, but not at age six

Not exactly sexually aware, but at this age it is a precursor of something learned that will stick with him for the rest of his life, and it might just develop into something really ugly and dangersous. Either that or the kid becomes a porn star and very wealthy.
