So she knew she has a condition of black outs or if she is clean then she has epilepsy. In any of the cases she should never have her license to drive and hopefully it will be revoked now. This is really irresponsible of her and lucky nobody was hurt or killed.

Well she's getting fined 400 bahts so we can at least rest assured that she won't do it again.

A history of black outs, but still had a driving licence? In a lot of countries a history of seizures or black outs would preclude her from ever having driving licence at all. Sorry, stupid thing to say, it is Thailand we are talking about.

Previous wife in Australia suffered seizures, and after a seizure was reassessed over a 3-month period with blood tests etc BUT was not allowed to drive for those 3 months. 

She personally had no recollection of the seizure and found it hard to justify the restrictions as she felt they were unnecessary. She was/is a registered Nurse.
