Phuket authorities, blameless for this year’s floods, have decided that the sale of government land was behind the recent inundations and landslides on the island. During a disaster mitigation forum at Phuket Rajabhat University, authorities were able to demonstrate their own innocence again and again. My late grandmother used to tell a story about  a house owner and his security dog. Once a burglar entered the house and ransacked the entire house. Upon returning to home the owner was shocked and angrily asked his dog what happened and how it could have happened when the dog is fully on guarding the house. The dog turn back and asked its wagging tail the same question....how could this happened when the dog's tail was fully guarding the house. And the tail keeps wagging....So now it is the fault of the wagging tail.
