Big prizes with no funding means those drugs will be back on the streets in short order.

The funding should come from the asset seizures of the dealers. Of course this new policy only encourages corruption from officers who will continue to directly negotiate a deal with the dealer to allow him/her to keep all their assets and avoid charges for a price.
