Afghanistan’s public floggings have regained their popularity with spectators since becoming more commonplace in recent months.  Twelve people, including three women, were flogged in front of a rapt crowd of thousands of onlookers at a football stadium in Afghanistan this week. The convicts had been found guilty of crimes including adultery, robbery and homosexuality, a Taliban official told the BBC. I do hope that comment was sarcastic - the Saudi model is about as moderate and progressive as the Inquisition was.

two aspects :-

1) Spectators, who have a mindset to see and encourage such horrific punishments.

2) The Executor, who have a mindset to bring in such harsh punishment so as they assume normality can be established.

 

In both cases, in the name civic activity or bringing up society these gruesome acts are being carried out.
