Residents are up in arms about a motorway services station and rest area that has been abandoned on the Thailand Riviera Road in the southern province of Chumphon. Anything south of Phuket or Surat Thani means absolutely nothing to the government.  Lots of lip service and very little other service.

It's like they have abandoned the southern portion of the country.

It feels like this government and previous governments aren’t much interested in anywhere other than Greater Bangkok and a handful of tourists hotspots such as Phuket.

might be true but that has nothing to do with the story which is about a rest area on a road from Samut Songkhram to Ranong

I don't quite agree with your statement. The road from Sadao to Suratthani is one of the best roads in Thailand for bikers like me. Further they are upgrading the road in section by section. I just travelled from Sadao to Sukohthai on a 3 days road journey on bike and the return journey is covered in 2 days. It depends on how one see things...

The upgraded road from Chumpon to Ranong is excellent, used to be a deathtrap in places. 

The new Southern Seaboard Road, HW44, from Phang-nga to south of Surat is also excellent.

Every area gets allocations to keep infrustructure going. Just depends if the funds get to the right place, and nowadays since the powers that be check on dishonesty and prosecuteminions it is more than likely things are a little better. But all the while these hi so regime perps in control have self given immunity with zero worries of what they scoop and reap, but it is the everyone else that has to dance and hopefully not step on a hot coal and get burned.
