So a rich person encroaches on government land by building a permanent dwelling that is not in accordance with the local building code and commences to build a second house on the property.

Then when the government agency comes to inspect the situation they are denied entry to the illegally built structures on illegally obtained land. That sounds like business as usual eh?

Originally ALL the houses built on the hills on Samui were illegal.

I believe in the ret of the country it is illegal to build on land over 19 degrees from the horizontal?

If they really want to teach her a lesson just tear it down as building permission has yet to be granted.

Somehow, I suspect brown envelopes are already at work since the house is clearly nearly finished without any legal papers in place yet.
